* Job Summary *
Assess client needs, financial status and resources and determine initial or ongoing eligibility for public assistance programs, including, but not limited to Medi-Cal; to issue, deny, change or terminate benefits according to program policy and rules; to coordinate client referrals to other resources; to advocate for clients and assist with problem resolution. Assist clients in Community Care applications. The Eligibility Specialist series provides eligibility screening and determination for a wide variety of assistance programs that provide services and benefits to individuals with social, economic, mental and/or physical disadvantages. The Eligibility Case Specialist coordinates and conducts financial assessments, reviewing income and resources, for clients and/or their representatives, to ensure all financial options are considered in order to protect eligibility and maximize benefits. TYPICAL TASKS Duties may include but are not limited to the following: 1. Conducts general assessment of clientís needs and current situation; interviews clients to obtain personal, financial information; gathers and documents information on current situation; assesses situation and makes decision as to appropriate level of urgency. Determine if client(s) meet eligibility requirements for a variety of insurances/programs available in the community. 2. Conducts comprehensive assessment of clientís financial resources to make an accurate and timely decision on public assistance program(s)for which the client qualifies; counsels clients/representatives regarding options available and maximum use of benefits; educates clients and/or their representatives on how to access benefits and their rights and responsibilities; evaluates clientís financial situation. 3. Makes determinations regarding eligibility for public assistance programs; evaluates, interprets and applies complex program regulations to client situations. 4. Documents client interaction and benefits provided to client; maintains case records, documents, forms and reports; reviews and maintains policy manuals

* Job Qualifications *
Working knowledge of: Federal and State statutes, rules, regulations, policies and procedures governing eligibility for a wide variety of public assistance programs; interviewing and record keeping techniques; standard office practices, procedures and equipment; principal sources of information necessary to establish eligibility for various public assistance programs; community resources available to applicants and clients; problems and issues of disadvantaged persons; human behavior, psychological stresses created by a lack of economic resources on an individualís ability to secure needed services; basic counseling techniques; general goals of human services agencies; basic math; basic medical terminology. Skill to: Communicate effectively, both orally and in writing; relate to individuals with diverse needs, and social, economic, mental and/or physical disadvantages who may be hostile, confused or disoriented; interview disadvantaged clients for the determination of eligibility for various assistance programs; obtain facts and discern relevant information; interpret and apply policies, rules and regulations; review and understand various financial and other documents; follow complex written and oral instructions; maintain accurate and systematic records; make arithmetical computations; operate computer and perform data entry and retrieval; operate typewriter, ten-key, copier and other office equipment; establish and maintain cooperative working relationships with County employees, program clients, government agencies, service providers and the public
