Trust receives outline proposals for Altrincham General Hospital

Three bidders hoping to win the contract to build the new Altrincham General Hospital have now submitted their outline proposals to Trafford Healthcare NHS Trust, which runs the hospital.

One of the bidders is proposing to rebuild on the current Altrincham General site, while the other two have alternative sites in Altrincham town centre.

The three bidders are:

• Vinci Construction UK Limited, which wants to build on the current Altrincham General site;
• Citybranch, which owns the site occupied by 13-41 Railway Street, Altrincham and wants to build the new hospital there; and
• Nikal, which owns the Altair site near Altrincham’s transport interchange and wants to build the hospital there.

People will be able to find out more about the three sets of proposals and give their views on them at a public exhibition in September.

The Trust will evaluate the outline proposals, taking the public’s views into account, over the next few months and then invite some or all of the bidders to progress to the next stage of the selection process by submitting more detailed proposals.

It expects to select the successful bidder in spring 2010 and hopes the new hospital could open to patients in 2012.

Trafford Healthcare Chief Executive Ron Calvert said: “This is an exciting project that will ensure the people of Altrincham continue to have access to convenient, high-quality healthcare, but in a much more comfortable and welcoming environment than the current hospital can provide.”


Expected timeline:

• February 2009 – Trust launches process of selecting a contractor with notice in Official Journal of European Union. Companies invited to express interest by completing a pre-qualification questionnaire demonstrating their suitability for the project.

• April 2009 – Trust evaluates pre-qualification questionnaires and ranks bidders. Trust also invites public’s views with consultation survey running until 4 July.

• May 2009 – Shortlisted bidders invited to enter ‘competitive dialogue’ with the Trust and submit ‘outline solutions’ explaining how and where they would build the hospital.

• July 2009 – Deadline for bidders to submit ‘outline solutions’.

• September 2009 – Public exhibition inviting people to give views on outline solutions. Trust concludes its evaluation of outline solutions, taking public views into account.

• Late 2009 – Trust invites some or all bidders to submit ‘detailed solutions’ for the project.

• Spring 2010 – Final business case goes to Trust Board and NHS North West for approval.

• Spring 2010 – Trust selects successful bidder and finalises contract.

• 2010 – Successful bidder submits detailed designs and obtains planning permission so construction work can start.

• 2012 – New hospital building could open to patients.

Notes to Editors

1. Trafford Healthcare NHS Trust is an acute trust providing district general hospital services at Trafford General Hospital, Altrincham General Hospital and Stretford Memorial Hospital, as well as in the community. It has around 330 inpatient beds at Trafford General Hospital.

2. The quality of the Trust’s services was rated ‘good’ in the Healthcare Commission’s 2007/8 Annual Health Check, published in October 2008. ‘Good’ is the second highest level achievable.

3. The Trust also performed well in the Healthcare Commission’s 2008 national inpatient survey, published in May 2009. Ninety-one per cent of inpatients at Trafford General rated the quality of care as ‘excellent’, ‘very good’ or ‘good’ and 95 per cent were satisfied with the cleanliness of their ward or room.

4. The Trust has been rated Level 2 by the NHS Litigation Authority in recognition of the fact it provides high-quality care and has safe systems in place.
